The employer must first seek certification from the Department of Employment and Labour (DEL), which assesses whether qualified South African candidates are available for the role and whether the foreign applicant possesses the necessary skills and qualifications.

This work visa is tied to a job offer from a prospective South African employer. Once the DEL completes its evaluation and submits its certification (positive or negative) directly to the Department of Home Affairs (DHA), the applicant can then proceed with submitting the visa application.
The DHA will approve or deny the general work visa application based on its statutory criteria and whether the DEL has issued a positive certification.
